Quick summary

1. Makes sure you are using Cycles Render engine.

2. Create a simple wheel rotation animation. You can do it as short as 20 Frames long. Inside the Timeline - set Animation Frame to 1.

Then with a Wheel selected press I and select Rotation - to add Rotation KeyFrame at Frame 1. Now move Frame to something like 20 and Rotate the Wheel by 2000 Degrees by x-axis (or any other axis which your wheel is rotating by). To do that press N to open a Right Side Panel and inside Rotation tab Rotate The Wheel.

Press I and select Rotation – to add Rotation KeyFrame at Frame 20. That’s it, now you have a simple wheel rotation animation!

3. Enable Motion Blur setting in the Render tab.

You can also play with Motion Blur settings to achieve different results. Shutter determinates how strong Motion Blur effect is.

4. Inside the Timeline set Frame to 10 (where is the middle of animation).

5. Render The Image - F12
